Families and Individuals interested in Immigration to Quebec will go through a two-steps process to get their permanent residency in Quebec, the two steps are:
- The selection process (provincial admission): This process begins with applying to the Quebec Government for obtaining Quebec Selection Certificate. The Ministry of Immigration, Francization, and Integration (MIFI) will review your application and make sure you are eligible and you follow the Quebec Criteria.
Note/ Obtaining the Quebec Selection Certificate (certificat de sélection du Québec) does not mean you have a permanent residency.
Note/ The processing time of obtaining CSQ is about 17 months)
- The admission process (Federal Admission): Upon being accepted to receive Quebec Selection Certificate, you are allowed to apply for Immigration, Refugee, and Citizenship Canada (IRCC) for a Permanent Residency.
Note/ Before giving your final application, you have to make sure you are eligible for both stages (Selection and Admission processes).
Quebec’s Immigration Programs
Candidates seeking to immigrate to Quebec and intend to reside permanently there through an economic program, can apply for Quebec Selection Certificate (certificat de sélection du Québec), the programs are:

- Quebec Self-Employed Person Program.
To be eligible for one of these programs, you must meet the following criteria:

- Education History.
- Family Information.
- Work Experience.
- Language ability.
- Financial capability.
