The province of Quebec has launched 3 new immigration pilot programs. Quebec Permanent Immigration Pilot Programs (QPIPP’S) offers a pathway to permanent immigration for temporary foreign workers who have a job in:

  • Quebec Permanent Immigration pilot program for workers in food processing.
  • Quebec Permanent Immigration Pilot Program for Orderlies.
  • Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects sectors

As of March24, 2021, Quebec Permanent Immigration Pilot Programs (QPIPP’S) has come into effect and will be closed on January 1, 2026.

The Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) is opening up the pilots for foreign workers who held a job in the following three Quebec Permanent Immigration Pilot Programs (QPIPP’S).

MIFI plans to issue Quebec Selection Certificates (QSC) to up to 550 principal applicants plus their family members annually under each of the three pilot programs, therefore applicants must work in eligible sectors in order to be selected.

How I could be eligible for these 3 Pilot Programs (QPIPP’S)?

To be eligible for Quebec Permanent Immigration Pilot Programs (QPIPP’S), you must :

  • Be at least 18 years old.
  • Show that you can financially provide for yourself and your family for at least three months.
  •  Have obtained your work experience with legal status.
  • have been paid and worked at least 30 hours per week.
  • Prove intermediate oral knowledge of the French language.

1. Quebec Permanent Immigration pilot program for workers in food processing.

The Permanent Immigration Pilot Program for Workers in Food Processing provides a unique opportunity for temporary foreign workers employed in the food processing sector to obtain permanent immigration status in Quebec, Canada.

General Requirements

To be eligible for the program, applicants must meet the following criteria:

  • Age Requirement: Be 18 years of age or older.
  • Intention to Settle: Have the intention to settle in Quebec for work purposes.
  • Conditional Stay: Have fulfilled the conditions of their stay in Quebec.
  • Financial Self-Sufficiency: Demonstrate the ability to be financially self-sufficient for at least the first three months after arrival in Quebec.

Targeted Occupations

Applicants’ work experience or current job must align with one of the following occupations categorized under the National Occupational Classification (NOC):

  • NOC 6732 – Specialized cleaner.
  • NOC 8431 – General farm worker (limited to the position of chicken catcher).
  • NOC 9461 – Process control and machine operator, food and beverage processing.
  • NOC 9462 – Industrial butcher and meat cutter, poultry preparer, and related worker.
  • NOC 9463 – Fish and seafood plant worker.
  • NOC 9617 – Labourer in food and beverage processing.
  • NOC 9618 – Labourer in fish and seafood processing.

2. Quebec Permanent Immigration Pilot Program for Orderlies.

The Permanent Immigration Pilot Program for Orderlies is an initiative designed to provide a pathway to Canadian permanent resident status for individuals currently residing in Quebec and working in the healthcare sector as orderlies, nurses aides, or patient service associates. The program aims to address labor shortages in the healthcare industry while offering eligible candidates the opportunity to establish their permanent residency in Canada.

This Pilot is divided into 2 main Streams:

  • Work.
  • Work-Study.

General Requirements

To be eligible for the Permanent Immigration Pilot Program for Orderlies, applicants must meet the following general requirements:

  • Age Requirement: Applicants must be 18 years of age or older to participate in the program.
  • Intention to Settle in Quebec: Applicants must demonstrate their intention to settle in Quebec for the purpose of employment. Quebec seeks individuals who are committed to contributing to the province’s healthcare system.
  • Compliance with Quebec’s Stay Conditions: Applicants must have met the conditions of their stay in Quebec, ensuring that they have followed the rules and regulations pertaining to their previous residency or work permits.
  • Financial Self-Sufficiency: It is essential for applicants to demonstrate their ability to be financially self-sufficient for at least the first three months following their arrival in Quebec.   • French Language Proficiency: Applicants must possess a strong command of the French language corresponding to at least level 7 (advanced intermediate) on the Échelle québécoise des niveaux de compétence en français des personnes immigrants adults or an equivalent language proficiency test. 3. Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects sectors

The Permanent Immigration Pilot Program for Workers in the Artificial Intelligence, Information Technologies, and Visual Effects Sectors is a groundbreaking initiative aimed at attracting and retaining talent in Quebec.
