IRCC Personalized Processing Times for Canada PR and Citizenship Applications

In a move that promises greater transparency and predictability for immigrants and applicants, Immigration, Refugees and Citizenship Canada (IRCC) has introduced Personalized Processing Times for Canada PR and Citizenship.
This new feature marks a significant shift in how timelines are communicated to applicants — and for immigration and refugee service providers like our firm, it presents both an opportunity and a responsibility.
Before this update, IRCC used to publish only general timelines for each application category — for example, “6 months for most Express Entry applications.”
These were just averages, and they didn’t reflect your actual file or when exactly you applied.
Now, with the new personalized processing time tool, every applicant can see an individual estimate that’s based on:
- The exact date IRCC received their application, and
- Their current position in the processing queue.
This means the timeline you see is specific to your case, not just a general number.
It gives applicants and immigration consultants a clearer, more realistic idea of how long the process is likely to take.
What Is the Processing Time for PR to Citizenship in Canada?
For most applicants, the processing time for citizenship after obtaining permanent residency ranges between 12 to 18 months.
This includes submitting your citizenship application, completing background checks, attending the citizenship test (if applicable), and receiving a decision.
The new IRCC personalized tool now provides a case-specific estimate once your file is submitted. That means you can log in and see when your application is likely to be finalized — rather than relying on general averages.
Applicants who maintain updated documents, respond quickly to IRCC requests, and meet all eligibility requirements (like language proficiency and physical presence) often see faster decisions than average.

How Long Does It Take for IRCC to Approve a PR Photo?
After submitting your PR application, IRCC typically takes 2 to 4 weeks to review and approve your photo, once your application has reached the final stage.
If your photo does not meet technical specifications (size, background, quality), IRCC will request a resubmission — which can delay approval.
To avoid setbacks:
- Always follow IRCC’s official photo requirements carefully.
- Upload the digital photo promptly if requested.
- If IRCC asks for a new photo, respond immediately to prevent your card issuance from being paused.
Once your PR photo is approved, your PR card is usually mailed within two week
How Long to Wait for Citizenship After Getting PR
After becoming a permanent resident, you can apply for citizenship once you’ve been physically present in Canada for at least 1,095 days (3 years) within the last 5 years.
From that point, the citizenship application process generally takes about 12 to 18 months from submission to ceremony.

However, with IRCC’s new personalized estimates, applicants can see their real-time progress once their file enters the system.
Factors that can extend processing include:
- Missing documents or unverified residence history.
- Name changes, criminal background checks, or pending PR renewals.
- Delays in scheduling the test or interview.
Having all your paperwork and travel records in order can significantly shorten the overall wait.
Can I Leave Canada While Waiting for My Citizenship?
Yes, you can leave Canada while your citizenship application is being processed, but you must meet specific conditions:
- You must remain a permanent resident throughout the entire process.
- You need to be physically present in Canada when required — for the test, interview, and oath ceremony.
- Make sure IRCC can reach you at your current email and mailing address at all times.
- If you miss communication or scheduling notices while abroad, your application could be delayed or closed.
In short: you can travel, but stay reachable and return on time when IRCC contacts you.
For clients planning extended travel, our office helps monitor correspondence and ensures no communication from IRCC is missed.
