International Student Employer Job Offer
Ontario International Students program is one of the Employer Job Offer streams of the OINP, (PNP) Provincial Nominee Program managed by the province of Ontario. This program spots foreign citizens who have achieved a Canadian educational credential and have a business offer from an Ontario company.
Applicants who are successfully chosen through the International Students program of Ontario will be invited to present an authentic application for Canadian permanent residency.
International Student Employer Job Offer – Eligibility Requirements
An applicant will be eligible for the International Student Stream of the Employer Job Offer stream if he meets the following conditions:
1. Educational Requirements
- He is a graduate of a full-time degree or diploma course at a Canadian College or University. He shall be deemed to have met the requirement under this section if has met the eligibility requirements necessary to graduate. The program he undertook to complete is full-time and of two years duration or longer,
- A minimum of one academic year in length (full-time) and necessitate completion of a degree for entrance into the program.
- Full-time is at least 15 hours of instruction in a week of academic activity for at least one complete academic year. The full academic year shall not include break periods except those in accommodation within the school’s academic calendar or home-based study.
Note: A combination of full-time studies and/or the equivalent in part-time studies over one academic year may be considered; full-time and part-time cannot be combined to meet the time requirement
2. Application Timing
- The applicant must have graduated from a Canadian college or university within two years from the date of the application to the program.
Note: The official letter from the academic institution is acceptable by international students, indicating the conferment of the degree, diploma, or certificate and the date of such conferment granted. All academic requirements must be met by the time of application to the program.
3. Residency and Study Requirements
- Completed more than 50% of your program of study in Canada as a full-time student and physically studied in Canada
4. Job offer requirements
- Must be under the offer of, a valid, full-time job that is not seasonal and is classified under NOC 0, A, or B.
- The job offer must meet the median level of wage for the occupation but not below the criteria for an entry level wage in Ontario
5. Licensure and Authorization
- Must have current licensure or authorization to practice at the time of application.

6. Intend to Reside in Ontario
- Must demonstrate a genuine intention to reside in Ontario.
- May be established through several ties to the province.
7. Immigration Status in Canada
- Must have legal status as a visitor record, study permit, or work permit in Ontario when applying, and this status must be maintained during the application process
- Application can be received for those in implied status at the time of application

Proving Connection in Ontario
The following can be used by prospective applicants as proof of a connection to Ontario:
- Current and/or previous employment in Ontario
- Job offers or jobs applied/interviewed for in Ontario
- Education in Ontario
- Volunteer work in Ontario
- Lease agreements for a residence in Ontario or property ownership
- Professional networks and affiliations
- Family ties
- Social connections or personal relationships
- Previous visits to Ontario
Employer Eligibility Requirements
Eligibility for employers under the International Student Stream:
- Active Business: The business must have been in active operation in Ontario for at least three (3) years immediately before the application was filed.
- Revenue Threshold: The business employers should meet the minimum revenue threshold for the most recently completed fiscal year.
- Employee requirements: Each pension plan shall have a key employee appointed by the employers, who must be its full-time employee or a Canadian citizen or permanent resident.
- Compliance: The employer shall have no orders against its name under the Ontario Employment Standards Act, 2000, and the Occupational Health and Safety Act.
Documentary Requirements: Employer’s Form
Employment Offer: Original, signed, and dated according to the format made available on the website, along with the fully completed employer form. The proof-associated documentation supports the information provided. Not older than six months from the date signed.
Further documents to the application review by OINP: to demonstrate that the programs’ requirements are met, the availability of forms involving the various kinds of documentation, fulfilling criteria, etc., the employer should reference the Ontario Employer Job Offer Streams Employer Guide and Employer Checklist as published by the province of Ontario.
Minimum Revenue and Employment Criteria Revenue for the Greater Toronto Area: The areas are the City of Toronto, Durham, Halton, York, and Peel regions:
- Must provide proof of at least $1,000,000 in gross total annual revenue.
- Employees: Working for the proposed location of employment must have at least five permanent full-time employees who must be Canadian citizens or permanent residents who have been working there for the entire most recent fiscal year.
For the Greater Toronto Area
- Revenue: must have attained a minimum of $500,000 in gross total annual revenue.
- Employee: The applicant will have been in active business in Canada for at least one year, with three full-time employees who are Canadian citizens or permanent residents at the location where the where the applicant intends to work or report to work for the entire most recently completed fiscal year.
Explanation on “Report to Work: In cases where the employee may be assigned to various locations, “report to work” shall mean the employee’s place of work.
Job offer criteria
The job offer must meet the following criteria:
1. Job Description: Occupation should be full-time and permanent, and occupation must fall under NOC 0 or A or occupation under NOC B.
It shall be at least 1,560 hours in a year and at least 30 hours of paid work in a week for purposes of full-time employment.
2. Wage Requirements:
- The wage offered must be at least equal to the low wage for that occupation in the region of Ontario where the applicant will be working. If working, it must meet the low wage for that occupation and equal or exceed the current wage.
- Labour market wage requirements do not apply in conditions where the employer has a collective agreement, such as a contract between the employer and a union that states the wages the employee is to earn.
3. Business Alignment: The offer of employment must relate to the activity or activities currently carried out by the employer in the course of his existing business.
Ineligible job offers
A job offer will be ineligible if:
- it is for a seasonal or part-time position, irrespective of the hours worked, or if it is on a subcontractor or agency basis.
- It would affect the settlement of a labour relations matter or the employment of a person concerned in that matter.
- It is made to an applicant who holds, has held, or whose family members hold or have held equity in the business, unless the equity was part of the applicant’s compensation as an employee and the total equity in the business held by the applicant and the applicant’s family members is or was less than 10%.
Application Process
In the following, we’ll discuss the application process steps:
Step 1: Profile Creation
- An applicant can create a profile in the OINP Expression of Interest (EOI) system at any time.
- An applicant who registers and scores on various criteria will go into a selection pool.
- Periodic draws are made by the province from the pool, and invites are issued for the selected candidates to apply for the Employer Job Offer: International Student stream.
Step 2: Invitation to Apply
- Upon nomination, the application should be made online via the OINP e-Filing Portal.
- An application is to be made within two years from the start date of completion of the educational requirements in Canada.
- Read through all the criteria of the programs before any application can be submitted.
Step 3: Submission
- The applicant submits the online application through the OINP e-Filing Portal, which takes three hours.
- Having registered, an applicant has 14 calendar days to apply; otherwise, the registration expires.
- The application could be completed either by the applicant himself or herself or by an authorized representative.
- All supporting documents will be scanned and ready for upload.
- Translation and notarization are required for all documents in languages other than English or French. The applicant shall get the services of certified translators, accredited by the Association of Translators and Interpreters of Ontario (ATIO). In cases of non-availability, such translation shall be notarized along with an undertaken explanatory letter.
Step 4: After Submission
- An application is rated as incomplete due to errors or incorrect, uncertified, or notarized documents.
- Amounts on account of application-paid fees are returned on an incomplete application.
- Notify the OINP of changes to personal information in the program guide.
- Where it is deemed that the decision is erroneous, an application for internal review shall be made within 30 calendar days of the decision, if in Canada, or 60 calendar days if out of Canada. An internal review will not accept new evidence other than that which was unavailable at the time of applying. A decision of the OINP after review is final.
Step 5: In cases of nomination
- Work permit support letter and a confirmation of nomination are issued to the applicant by the OINP
- The nominee should be able to show the intention of residing in Ontario.
- While the application for permanent residence is pending, the applicant can apply for a work permit using the support letter valid for six months; however, it can also be extended upon request.
- Apply for a work permit within six months and commence employment in the approved position within ten months of nomination if they are not already working for the sponsoring employer at the time of nomination.
- Inform the OINP of changes in the conditions of the job offer and related changes to employment status.
- Nomination certificates are issued for six months and may be extended with approval by the OINP.
