CALGARY—Jennifer Keesmaat sees cities as an incubator for dealing with issues that go well beyond municipal boundaries.
“Our cities are also the place where these great, mega challenges that seem global in nature, it’s where we begin to resolve them,” the former Toronto chief planner said in an interview Wednesday.
