British Columbia Express Entry Stream
The Express Entry Skilled Worker division of the BC PNP presents a way for applicants in the governmental Express Entry pool who also have a business proposal in BC to gain permanent resident status in Canada.
Successful candidates for the EE. Skilled worker classification receives a BC PNP rural appointment certificate. 600 extra CRS points are granted when uploaded to the EE profile, accompanied by an Invitation to Apply (ITA) for constant residence.
Alignment with Federal Express Entry System
Express Entry British Columbia is synchronized with the federal Express Entry immigration selection system, promising significantly reduced application processing times.
The British Columbia Express Entry (EEBC) stream offers eligible applicants priority processing for their British Columbia Provincial Nominee Program (BC PNP) application and, if nominated, their permanent residence application.
Provincial Eligibility Criteria
Potential Express Entry candidates must meet minimum provincial eligibility criteria in one of the following categories under the BC PNP:

Requirements of Federal Economic Immigration Programs
Candidates under the federal economic immigration programs must meet a mandatory language proficiency level and demonstrate sufficient funds to support themselves and their families upon arrival in Canada. Additionally, candidates eligible under the Federal Skilled Worker Program are required to submit the results of an Educational Credential Assessment.
British Columbia Express Entry skilled worker category
The Skilled Worker category within the Express Entry British Columbia (EEBC) stream is designed for international skilled workers possessing post-secondary education or training, along with employment experience in a professional, management, technical, trade, or other skilled occupation. Eligible candidates must have their occupation classified under the National Occupational Classification (NOC) matrix as skill level 0, A, or B.
British Columbia Express Entry Stream – Worker Criteria
To claim for this stream, candidates must possess the following skills:
- You must be qualified for one of the governmental business immigration streams, FSW, FST, or CEC.
- Then create an express entry profile.
- You should have a full-time permanent job related to your skills in BC, according to NOC.
- Qualify to serve in the job suggested.
- You must have a salary offer in line with BC salary rates for the profession.
- Also, you have at least two years of relevant work experience, prove they can maintain themselves and their dependents, and satisfy the least language conditions according to the requirements of the governmental immigration program.
- Occupations classified as Skill Level 0, A, or B in the NOC matrix.
- Education: applicable credentials or qualifications.
Acceptable Work Experience
Experience in paid co-op work placements is accepted as work experience if it was full-time and at an NOC level equal to or greater than the level of the job offer.
British Columbia Express Entry Health Care Professionals Category
The Health Care Professionals category within the EEBC stream is tailored for skilled professionals in the healthcare sector.
Requirements for Health Care Professionals Category
Candidates applying under the Health Care Professionals category must meet the following criteria:
- Employment: Full-time job offer from a Public Health Authority in BC.
- Occupation: Physicians, specialist physicians, nurses, psychiatric nurses, nurse practitioners, midwives, and allied health professionals.
- Experience: Minimum two years of directly-related full-time work experience.
- Licensing/Registration: Applicable licensing or registration.
- Other requirements: Candidates must be eligible for a federal economic immigration program, meet minimum income requirements, and fulfill all the requirements of the BC PNP Skills Immigration – Health Care Professional Category.

British Columbia Express Entry International Post-Graduate Category
The International Post-Graduate category within the Express Entry British Columbia (EEBC) stream offers a pathway for individuals with graduate degrees in the sciences to apply without a job offer.
Eligibility Criteria
To be eligible for the International Post-Graduate category, applicants must meet the following criteria:
- Employment: job offer isn’t required.
- Education: Possession of a master’s or doctoral degree obtained within the past three years from an eligible program at a post-secondary institution in BC. The degree must be in one of the following natural, applied, or health sciences fields:
- Agriculture
- Biological and biomedical sciences
- Computer and information sciences and support services
- Engineering
- Engineering technology
- Health professions and related clinical sciences
- Mathematics and statistics
- Natural resources conservation and research

Residency Intent Evidence
Applicants must provide evidence of their intention to reside in BC. This evidence may include:
- Length of any previous and/or current period of residence in BC.
- Connections to BC through work, study, or family.
- Description of any actions taken to settle in BC, such as finding a job or place to live.

Eligibility Criteria
To be eligible for the EEBC International Graduates category, candidates must meet the following criteria:
- Employment: Full-time permanent qualifying job offer in a skilled occupation from a BC employer.
- Occupation: Occupations classified as Skill Level 0, A, or B.
- Experience: Not required.
- Education: Possession of a degree, diploma, or certificate from a recognized post-secondary institution in Canada. Candidates with an undergraduate or graduate degree must have obtained it from a Canadian post-secondary institution authorized to grant degrees. Candidates with a diploma or certificate must have obtained it from a public post-secondary institution in Canada.
- Other requirements: The program must have entailed at least eight months (two semesters) of full-time study. Co-op work terms or internships cannot exceed one-quarter of the program time.
Additional Requirements
- Candidates must be eligible for a federal economic immigration program.
- Candidates must meet minimum income requirements.
Minimum Income Requirements
To qualify for certain immigration programs, applicants must demonstrate that their annual income, as well as their spouse’s if applicable, meets the minimum income thresholds based on family size. The calculation includes various sources of income such as wages, bonuses, commissions, tips, living allowances, and overtime.

Who isn’t eligible to apply?
There are specific circumstances when candidates should refrain from applying for certain immigration programs. These include situations where candidates:
- Prohibited Entry:
Individuals who are prohibited from entering Canada should not apply.
- Out of Status in Canada:
Candidates currently residing in Canada and are out of status should not apply.
- Expired Status without Restoration Application:
If an applicant’s status has expired and they fail to demonstrate that they have applied for a restoration of status within the 90-day eligibility period, they will be considered out of status.
- Unauthorized Employment in Canada:
Candidates currently working in Canada without proper authorization should not apply.
- Unresolved Refugee Claim:
Individuals with unresolved refugee claims in Canada should refrain from applying.
- Under a Removal Order:
Candidates who are under a removal order, either within or outside of Canada, should not apply.
