Master Graduate Human Capital Category

Ontario Masters Graduate is the Human Capital program of the OINP, a Provincial Nominee Program administered by the province of Ontario. This program points out recent candidates with Master’s degrees received from a suitable Ontario organization who have the purpose of living and serving in Ontario.

Applicants who are successfully chosen through this stream will be called to submit an approved application for Canadian permanent residency.

Master Graduate Human Capital Category – Eligibility Requirements

The following are the rules governing the eligibility of applicants in the OINP Masters Graduate Stream: 

  • All the assignments that are required for the attainment of a master’s degree. 
  • Obtaining a master’s degree from a designated university in the province of Ontario
  • Academic coursework of at least one year and accredited as being delivered on a full-time basis. 
  • Filing of the application within two years of the completion of the requirements for a master’s degree. 
  • Currently residing in Ontario with legal authorization to be in Canada, i.e., permit holders such as study permits, work permits, or visitor records, or if they are out of Canada. 
  • Express language proficiency in English or French with speaking, reading, writing, and listening, no less than CLB 7 level. 
  • Acceptable tests: IELTS (general), CELPIP (general), TEF, or TCF.
  • The average amount of funds required to be paid for the settlement costs of the applicant and dependent family members. 
  • Monthly estimates of the settlement funds should be made according to the number of family members and adjusted annually by the federal government. 
  • Lived within the province of Ontario for a total of 12 months, out of the last 24 months preceding the application. 
  • Desire is to perform the actions of the plan permanently in Ontario. 
  • No desire to continue education in Ontario. 
  • Bank statements, investments, the previous year’s income earned in Ontario, or a job offer of employment in Ontario. 
  • Employment, job applications, education, volunteer work, lease agreements and property, professional associations, family and friends, prior visit to Ontario. 
  • This date must be within a time frame of 2 years from the date the OINP application was filed. 
  • Official letter from the university if the degree has not been awarded yet and, depending on the time of recognition, the expected date of awarding the degree.

Application Process for the OINP Masters Graduate Stream

Before submitting applications, the applicant is advised to go through the OINP checklist and the general requirements of an application. The rule applicable to all documents being uploaded to Ontario’s e-filing portal is that the images of the document submitted contain no blurs. It is also important to note that other documents may be required while the client’s application is being processed.

The application through the specified online platform of OINP’s e-filing usually takes approximately two hours. Candidates are allowed to work on the application and withdraw it in the case of their choice within 14 calendar days; if not, it gets deactivated. One should ensure that they complete the application before proceeding to make any payments, since once an application is submitted, the information cannot be changed. 

Candidates who have documents in any language other than English or French must also provide the translation of the documents and an Apostille. In Ontario, if a certified translator accredited by the ATIO is not available, a notarized translation of the document is needed along with a letter that shows attempts to acquire the services of a certified translator. For all the applications that have been filed from outside Ontario, all the translations must be notarized. Translations by the applicant, his or her representative, or close ones are not admitted. 

Submissions that are not completed in full might be rejected, and the applicant might have to resubmit. Some of the reasons for incomplete entries include the submission of the wrong supporting documents or translation documents that don’t come with a certification or notary. It means an applicant may appeal the decision internally within 30 calendar days if the applicant is in Canada or within 60 calendar days if overseas, submitting new evidence only that was not obtainable at the time of the application of this policy. 

Intakes that meet the requirements are issued with a letter of nomination and an OINP confirmation of nomination. An applicant must apply for the position of Permanent Resident with IRCC within six months of nomination with copies of the mentioned documents. Nominees do not have automatic approval for permanent resident status and thus must continue to demonstrate their intention of living in Ontario. 

Every nomination certificate that is issued is valid for six months. The nominees could request an extension if an IRCC application is rejected with the indication that it was incomplete or through unforeseeable circumstances where a nominee experiences a delay in acquiring items, such as police records checks.
