The Pilot Program for workers in Food Processing is one of Quebec’s new three pilot programs (QIPP’S). The Pilot Program for workers in Food Processing is for foreign workers in the food processing or beverage industries in Quebec. It was designed to help the province of Quebec’s businesses hold onto their foreign workforce.
Eligibility & Requirements of Quebec Permanent Immigration Pilot For Food Processing Workers
Eligibility Criteria:
- Age requirement: 18 years or older.
- Intention to settle in Quebec for employment purposes.
- Fulfillment of Quebec stay conditions.
- Demonstrable financial independence for at least the first three months upon arrival in Quebec.
Education Criteria:
Possession of a diploma equivalent to a high school or Quebec vocational diploma from a full-time program lasting a minimum of one year.
Work Experience Criteria:
- Employment in an eligible Quebec sector on a full-time basis; or
- 24 months of full-time paid work in an eligible sector within Quebec in the 36 months preceding the application date.
- Eligible sectors: NAICS 311 (Food manufacturing) or NAICS 3121 (Beverage manufacturing).
Language Proficiency:
Display of French proficiency at level 7 (advanced intermediate) on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent.

Eligible occupations under the National Occupational Classification (NOC) codes for the pilot program for food processing workers include:
- NOC 94141 – Industrial Butchers, Meat Cutters, Poultry Preparers, and Related Workers
- NOC 95106 – Labourers in Food and Beverage Processing
- NOC 95107 – Labourers in Fish and Seafood Processing
