Employer-driven Stream
The NWT Northwest Territories Employer-Driven Program is for companies that want to pick and nominate international citizens when there are no Canadians or permanent inhabitants of Canada prepared. This program assists companies in hiring critically required and experienced workers and supports workers in achieving Canadian permanent residency through the following categories of this program.
Qualified immigrant workers with a job proposal from a related company in the province are asked to apply for Canadian permanent residency through one of the employer-driven streams of the nomination program in the Northwest Territories (NTNP). The following programs are available:
- NWT Critical Impact Workers
- NWT Skilled Workers
- NWT Express Entry

NWT Express Entry
The Northwest Territories EE program gives a pathway to continual residency for applicants in the EE pool with a job proposal from a Northwest Territories company.
Successful applicants will receive Canadian permanent resident status. The Northwest Territories Express Entry Stream aligns with the federal government’s Express Entry system. This Northwest Territories Nominee Program (NTNP) stream allows eligible applicants to receive priority processing of their NTNP application and, if nominated, their permanent residence application.
NWT Express Entry Eligibility Requirements
To be eligible for this stream, you must follow these requirements for applying quickly.
- The bulk of applications received for this program are from temporary immigrant employers in the province.
- Applicants serving in the province must describe having decent status to work in Canada.
- Applicants must have a full-time job proposal from an acceptable company. The rank must be at NOC work level 0, A, or B.
- Applicants must propose language test results describing their language ability as adequate for their work offer in both English and French. The candidate must obtain CLB 6 for NOC 0 or A jobs or CLB 5 for NOC B-type jobs.
- All applicants must have enough education or specialization to complete the job offer they have introduced.
- Claimants must have a minimum of one year of full-time practice in the same profession as the job proposal they have received.

In addition to the requirements above, foreign nationals applying as skilled workers must:
- Intend to settle permanently in the Northwest Territories.
- Work in a National Occupational Classification (NOC) Skill Level 0, A, Or B occupation.
- Have legal status to work and hold a valid work permit if they are currently residing in Canada.
- Have the required certification or accreditation for the occupation based on the job description, the job advertisements (If applicable), and the NOC’s employment requirements;
- Employers in Non-regulated occupations are responsible for ensuring that the applicant meets occupational standards and has the required work experience to carry out the duties of the occupation. Applicants must also have one year of Full-Time experience in the occupation they are being nominated for.
- Have formal education and/or specialized training, certification, licensing, or registration for the specific position as required by the government of the Northwest Territories.
- Applicants who completed their education outside of Canada must have their educational credentials assessed to compare them to educational standards in Canada by obtaining an ECA from an organization designated by the government of Canada.
- Must apply to the position being advertised by the NWT employer either in response to the local or national job advertisement. In their application, the foreign national must demonstrate how they applied to the position and that they meet the educational and employment requirements of the position (if responding to an NWT employer’s advertisement).
- Be able to sufficiently communicate in English and/or French.
- Submit the following documentation in original or certified true copies (it must be a clear, readable copy), translated into English or French:
- Valid work permit.
- Passport (biographical page only).
- Birth Certificate.
- Marriage Certificate or Declaration of Common-Law Union; and
- Birth Certificate (S) and Passport (S) for dependents.
- Demonstrate a valid, full-time, permanent job offer demonstrating their ability to economically settle in the Northwest Territories.
- Meet the minimum language requirements by demonstrating the ability to Communicate in one of Canada’s official languages, English Or French. Minimum language requirements include:
- Achieving the Canadian Language Benchmark (CLB) level 6 for NOC 0 and A or CLB 5 for NOC B in either English or French across all categories: Listening, Speaking, Reading, and Writing.
- Providing valid test results from one of the following three approved language tests taken within two years of applying:
- The International English Language Testing System (IELTS) — general training.
- The Canadian English Language Proficiency Index Program (CELPIP-General); Or
- The Test D’Évaluation De Français (TEF) (to test proficiency in French).

NWT Skilled Workers
This stream of the NWTNP Employer-Driven Immigration Program targets qualified foreign nationals who can successfully assist with skilled worker shortages in the Northwest Territories. This category is an employer-driven process, meaning that NWT employers must sponsor eligible applicants for permanent residency.
With a high need for experienced workers to fill blocks in the northern Canadian labour business, this program awards provincial nominations to qualified workers with NOC 0, A, or B.
NWT Skilled Workers Eligibility Requirements
To be eligible for this stream, you must follow these requirements for applying quickly.
- Intention to settle:
- Plan to establish permanent residency in the Northwest Territories.
- Legal Work Status:
- You must hold a valid work permit if you are currently residing in Canada.
- Job Offer:
- Possess a valid, full-time, permanent job offer in an occupation categorized under NOC Skill Level 0, A, or B, indicating economic viability in the Northwest Territories.
- Certification/Accreditation:
- Hold required certification/accreditation as per job description, advertisements (if applicable), and NOC employment standards.
- For non-regulated occupations, applicants must meet occupational standards and have one year of full-time experience in the nominated occupation.
- Education/Training:
- Meet formal education and specialized training requirements as mandated by the Government of the Northwest Territories.
- Educational Credential Assessment (ECA):
- Obtain an ECA from a designated organization by the Government of Canada if education was completed outside Canada.
- Application Process:
- Apply to positions advertised by NWT employers, demonstrating qualifications and educational background if responding to an employer’s advertisement.

Entry Level/Semi-Skilled Occupations Stream
The NTNP Critical Impact Worker program points out international citizens with expertise in skilled and unskilled professions in northern Canada.
This stream was created to assist Northwest Territories (NWT) employers in addressing critical labour shortages that cannot be filled by local or Canadian residents. It is specifically designed to target workers in semi-skilled and unskilled occupations (National Occupational Classification Skill Levels C and D). To apply under this stream, foreign skilled workers must have worked in the same position with the same employer for a minimum of six months and comply with their temporary foreign worker permit.
Entry Level/Semi-Skilled Occupations Stream Eligibility Requirements
To be eligible for this stream, you must follow these requirements for applying quickly.
- Work Authorization:
- Must possess legal work status and hold a valid work permit if currently residing in Canada.
- Must comply with the terms of their temporary foreign worker permit.
- Settlement Intent:
- Must have the intention to establish permanent residency in the Northwest Territories.
- Certification/Accreditation:
- Must hold the required certification or accreditation as per the employer’s specifications.
- Foreign nationals educated outside Canada must undergo an Educational Credential Assessment (ECA) from a Government of Canada-approved organization.
- Employment History:
- Must have been employed with the nominating employer for at least six (6) months preceding the application in a National Occupational Classification (NOC) skill level C or D occupation.
- Licensing/Certification:
- Must meet NWT certification, licensing, or registration requirements if applicable.
- Documentation:
- Submit original or certified true copies (translated into English or French) of:
- Passport
- Birth certificate
- Marriage certificate
- Dependent’s birth certificate(s) and passport(s).

- Language Proficiency:

- Must achieve a minimum language test score of Canadian Language Benchmark (CLB) 4 in listening, speaking, reading, and writing in either English or French.
- Settlement Funds:
- Must demonstrate sufficient settlement funds to support themselves and dependents in the Northwest Territories.
- The minimum requirement is $10,000 for the principal applicant and $2,000 for each accompanying dependent.
- Submit certified bank statements or an official letter issued by a bank (translated into English or French and notarized) as proof of settlement funds.

Employer Eligibility Requirements:
To qualify for the Employer Driven Program, employers must meet the following criteria:
- Legal Status: Operate as a registered business, industry association, or governmental entity (local, municipal, First Nation, or Territorial Government) in the Northwest Territories.
- Operational History: Have a minimum of one year of continuous full-time operation prior to application submission.
- Compliance: Maintain good standing with the Northwest Territories’ Workers’ Safety and Compensation Commission and Employment Standards office.
- Job Offer: Extend a permanent, full-time position (minimum 37.5 hours per week) to the foreign national.
- Contract Compliance: Ensure that the employment contract aligns with the Employment Standards Act of the Northwest Territories and does not conflict with any existing collective bargaining agreements.
- Labour Market Impact Assessment (LMIA): Provide a copy of a positive LMIA if applicable. Note: Not required for the Skilled Worker Stream, Express Entry System, or foreign nationals with open work permits.
- Advertising: Submit proof of local and national advertising along with a summary of the advertising outcomes if nominating a foreign national without an LMIA. The summary should include all received application forms and reasons for any refusal of employment.
- Comparable Wage: Offer a rate of pay consistent with industry standards, based on the existing workforce rate, advertised rate, and LMIA (if applicable).
- Adherence: Comply with the terms of the LMIA agreement.
The NTNP Employer Driven Program Application Process

1. Submission Preparation:
- Gather all the required documents.
- Ensure documents are original or certified true copies.
- Documents must be in English or French.
2. Application Submission:
- Mail or deliver the complete application package to the NTNP.
- Incomplete packages will not be assessed.
- Review the application checklist before submission.
3. Assessment:
- NTNP will evaluate the submitted application.
- Assessment may take up to ten (10) weeks from receipt.
4. Decision:
- NTNP will determine the eligibility of the foreign national for nomination.
5. Notification of Approval:
- If approved, a nomination certificate will be sent to the employer, foreign national (nominee), and/or authorized representative.
6. Nominee Action:
- The Nominee has six (6) months from the nomination date to apply for Canadian permanent residence with Immigration, Refugees, and Citizenship Canada.
